Palove villagers celebrate ‘Jeriph’

ITANAGAR, Dec 12: The villagers of Palove under Pakke-Kessang circle of East Kameng district performed “Jeriph” -- a seasonal social ritual ceremony practising since time immemorial, on November 29 at Palove village. The celebration marks the last day of paddy harvest.

All the villagers residing outside also reached the village and participated the ceremony by sharing the “Awtw” (Rice powder) together which is the main traditional snack. It is also considered as sacred food during such important ceremonies.

Various traditional cultural programmes, games and sports and local delicacies were the main attractions.

Relatives and friends from neighboring villages also joined the joyous occasion to encourage preservation of the tradition, informed SC Tok, Chairman, Palove Multi-purpose Co-operative Society.

Gingma Tok, priest-cum-spiritual leader-cum-head of the village performed the necessary chanting of “Jeriph” in which the souls of the grains of various paddy fields are invited and escorted to the granaries invoking the Ane Donyi in the form of Changtum Ane and Pewrte Denne to protect the souls of the grains of the village called ‘Yall Bonam’.

 

Sepak takraw at Namsai

NAMSAI, Dec 12  :  Three days Sepak Takraw coaching camp was inaugurated today by Minister, Finance, PWD & Planning Chowna Mein at Namsai general ground amidst huge gathering.

Inaugurating the coaching camp, the Minister asked the participants to play the game honoring true game spirit and tempo.

Further, he assured the organizing committee and the participants that he will ensure recognitions of the sport in the state provided the players show keen and active interest in learning the techniques of the new sport.

Nang Sati Mein, MLA Namsai in her address encouraged the players and the organizing committees and sub-divisional administration and hoped that Namsai in particular and the state of Arunachal Pradesh in general would progress and prosper in sporting event.

Sepak takraw is a sport native to the Malay-Thai Peninsula.  Sepak takraw differs from the similar sport of volleyball in its use of a rattan ball and only allowing players to use their feet, knee, chest and head to touch the ball. It is a popular sport in Southeast Asia.

 

IGA training on tea and orange benefits SHGs

ITANAGAR, Dec 12: With an aim to promote and acquire healthy plantations of tea and orange, the Seva Kendra Miao organized IGA training for 30 SHG members of Nayang and New Khamlang village under Miao.

Attending the training programme as resource persons P. Khosia, SDAO and G. Singh ADO Block Office, Miao gave inputs to the farmers on the scientific methods of healthy and long lasting plantation with theories.

Knowhow on different varieties of Tea plants like Ts 449, 463, 461 and 462 were also shared with farmers.

According to the resource persons, Ts 463 tea variety is the best quality and best suited for the local climatic conditions. While informing about the specific measurements for tea and orange plantation, they strictly warned against orange plantation in tea garden as it causes damage to the tea plants and depletes the growth due to its acidity.

Sickness and spider bite of tea plants should be prevented for the healthy growth and surplus production, they said.

Kishan Credit Card (KCC) schemes was also introduced to the trainees and they are asked to apply for the same in the agriculture department to avail the facility.

 

‘Give charge to CDPOs to perform’

ITANAGAR, Dec 12: Arunachal CDPO Welfare Association in its annual meeting discussed some vital points necessary for effective functioning of the 94 ICDS projects of social welfare department.

While giving emphasis on improving the work culture of the department officials in the meeting, the association demanded for providing committed liabilities to the CDPOs and subordinating staff without which, the meeting observed, was hard to take up many important services to the grassroots level.

“The CDPOs, who are the key officials of the department, have to face numerous odd situations many a times without such liabilities,” the meeting opined.

The president and general secretary of the association appealed to its members to be dedicated to their duties at their best possible ways.  

 

Deploy police force at Tarasso

ITANAGAR, Dec 12: Concerned over the repeated eviction drive carried out by Assam Forest department in Assam-Arunachal Pradesh Border areas, All Arunachal Pradesh Border Students’ Union today strongly appealed to the state government to deploy sufficient police force at Tarasso to protect the life and property of the Arunachal people living in Tarasso area and also urged the government to immediately take up necessary step to stop such eviction drive by Assam in near future.

The union further appealed to the state government to release the relief materials to victims of Tarasso circle, whose properties were damaged during the alleged illegal eviction drive carried out by Assam forest officials led by Forest Ranger, Borgang, Sonitpur district.

 

Diyun to host circle level volleyball tourney

DIYUN Dec 12: The circle level volleyball tournament for Diyun administrative circle will be held at Diyun from December 20 sponsored by the Department of Sports & Youth Affairs.

All schools and youth clubs under Diyun administrative circle are expected to participate in the tournament. Winners will be awarded mementos alongwith certificates. The last date for joining the tournament is December 15 while the fixture will be drawn on December 17.

 

Centre assures adequate funds

ITANAGAR: Centre has assured that all necessary assistance will be provided to Arunachal Pradesh for speedy and timely completion of scheme/project and that fund will not be a hindrance.

This was informed to the Minister WRD/ Social Welfare, Women & Child Development Newlai Tingkhatra, who met the  Central  Minister of Parl. Affairs & Water Resources Pawan Kumar  Bansal and Minister of State of Water Resources & Minority Affairs Vincent H Pala.

Tingkhatra apprised both the central ministers in details about various ongoing schemes and projects of Waters Resources and Social Welfare, Women & Child Development departments of the state.

Tingkhatra also briefed the central ministers about the complexity faced by the state Govt. in completion of projects/schemes due to  paucity of fund with state Govt as well as delay and  fractional  release of central assistance by centre.

 

13 farmers club inaugurated in Upper Subansiri

ITANAGAR: As many as 13 farmers clubs were inaugurated at Nima village of Upper Subansiri district at a function organized by Rural Development Society (RDS), Daporijo branch on December 8 last.

Nima, Sorum, Jitu, Natam, Lega, Bagbi, Aya-Mara, Mo-Mara, Tarba, Seki, Nonging, Nalo and Lingi were the farmers clubs inaugurated by NABARD, Itanagar manager S. Majumadar.

Attending the programme G Ete, ADC, Upper Subansiri urged the bankers to come forward and help the poor and needy farmers by granting loan. He also urged the farmers to ensure timely repayment of availed bank loans. Ete appreciated NABARD, Itanagar for helping RDS in forming farmers clubs in various villages in Upper Subansiri.

T Chokar, Branch manager, Arunachal Pradesh Co-operative Apex Bank Limited assured that 50% of annual credit plan of his branch would be handed over to RDS for selection and monitoring of beneficiary.

Paktin Bagbi, president, RDS Daporijo branch, while presenting the annual report informed that his organization has established two dairy farms for individual farmers, a pig breeding farm for Sorum Women SHG, a dairy farm for Leya Women SHG under APRB, Daporijo with NABARD scheme. Further, 39 farmers were issued KCC of Rs. 40,000 and 29 farmer’s of Rs. 25,000  each through SBI, Daporijo and APRB, Daporijo branch respectively. DIPRO

Center assures Arunachal on

Trans-Arunachal Highway

New Delhi, Dec 12: The Centre today assured Arunachal Pradesh Government to expedite the process for sanctioning of the ambitious Trans-Arunachal Highway, about 1811 kms of total length, that was ceremoniously announced by Prime Minister Dr Manmohan Singh in January 2008 during his visit to Itanagar as part of a development package by New Delhi for the geographically isolated frontier state.

Accompanied by Lok Sabha Arunachal West MP Takam Sanjoy, Chief Minister Nabam Tuki today called on Union Minister for Surface Transport & Highways Dr C P Joshi here at his 15 Akbar Road official residence and urged him to expedite the process for speeding up the proposals for faster approval and sanctioning.

Tuki apprised the Union Minister that due to delay in approval and sanctioning of proposals under the Highway Project its implementation at the ground level was getting actually delayed. While requesting expediting the process of clearing the road projects under the PM Package, he also sought the Minister’s intervention in obtaining approval for the state government’s proposal for roads to connect all the districts under SARDP.

Sanjoy, this evening informed that the Union Minister, who took keen interest in development of the state, promptly directed the officials of his ministry to do the necessary and expedite the process and put up the proposals for immediate approval.  Meanwhile, Tuki invited Dr Joshi to visit the state for laying the foundation stones for the Nechiphu to Hoj (311 kms) and Potin to Pangin (aprrox 400 kms) portions of the Trans Arunachal Highway.

Accepting the invitation, Dr Joshi assured to visit the state during first week of January next year and gave a go ahead to the state government to chalk out a programme for the same as per convenience.

Earlier in the day, Tuki and Sanjoy along with Newlai Tingkhatra, state Minister for Water Resources Department and Social Welfare, Women and Child Development and state government officials called on Surface Transport & Highways Secretary A K Upadhyay and Director General Ingoria at Transport Bhavan. They discussed ways and means to expedite implementation of road projects in the state including the Trans-Arunachal Highway.

It was brought to the notice of the Union Secretary and Director General that several schemes under the Highway project were pending since last three years, which need urgent intervention for speedy approval.

Tuki, while calling for cooperation of the officials, asserted that the pending schemes cannot be subjected to further delay as already three and half years have passed since their announcement.

A note on Trans-Arunachal Highway:

The Trans-Arunachal Highway, a trunk route of about 1811 kms in length, would be developed to 2-lane NH standards to link Tawang in north-western tip of Arunachal to Kanubari in south-eastern end of the state and finally ending at NH 52 near Akajan on the right-side of Bogibeel bridge near Dibrugrah in Assam. The Highway, passing through mid belt of the state, will inter-connect 12 out of the 16 district headquarter towns of the state providing improved connectivity to the state capital and important locations of population concentration and economic activities including sites of major hydro electric power projects. Within Arunachal Pradesh the Highway will connect district headquarters and other important places such as Tawang, Bomdila, Nechiphu, Seppa, Sagalee, Yupia, Yazali, Ziro, Daporijo, Aalo, Pasighat, Roing, Tezu, Mahadevpur, Bordumsa, Namchik, Changlang, Khonsa, Longding, Kanubari, etc and help greatly in reducing isolation of the people.

Out of about 1811 kms, about 290 kms forms part of NH 52 and 10 km of NH 153. The whole length of 1811 kms, including the link roads in Assam, would be declared as a separate National Highway, the process of which is already on in the Ministry of Shipping, Road Transport and Highway, Government of India. The tentative cost of the Highway is estimated to be about Rs 5500 crore as mentioned in the PM Package.

 

Governor at RKM, Aalo, suggests alumni to give back

ITANAGAR, Dec 12: Arunachal Pradesh Governor General (Retd.) J.J. Singh inaugurated a six-classroom building block in Ramakrishna Mission School, Aalo, today.

Amidst Vedic chanting by the monks, the Governor also inaugurated a ten-room residential block and a dinning hall. The constructions of the infrastructures are funded under DoNER.

During an interacting with the students of the school and acknowledging that today there are large numbers of officers, doctors, engineers and business leaders and social workers amongst the alumni of the institution, the Governor asked the alumni to give something back to their alma mater.

The Governor advised the students to respect their teachers and elders and to be good human beings. Emphasizing on ‘Guru Shishya Parampara’, he asked them to inculcate the values of discipline, selflessness, compassion and sense of fairness. Exhorting the students to be dedicated and sincere in their endeavour, the Governor cited examples of weightlifters Yukar Sibi, Soram Hitlar and Takio Yana, who have won many medals in international meets and Laa Talar and Laa Yajum, who won awards in National Sub-Junior Badminton tournament recently.

Stating Everesters Tapi Mra, Tine Mena, Anshu Jamsenpa as pride of Arunachal, General Singh said that it is their dedication and sheer determination that they have excelled in their chosen fields.

Impressed by the spiritual and philanthropic approach of Rama Krishna Mission Order in the service of the people in the State and Ramakrishna Mission School, Aalo for its 45 years in field of school education, the Governor said that the institution is not only imparting education but also making sure that all the students of the school are kept in close touch with cultural values and tradition of our great civilization. He conveyed his sincere appreciation to Secretary Swami and his devoted team.

As token of appreciation and encouragement, the Governor announced a sum of Rs. 50,000  as a textbooks, library books and stationeries grant. He also announced a sum of Rs. 5,000 each for girls’ and boys’ toppers of Class X and XII in the ensuing Central Board examination.

During his maiden visit to the school, the Governor, who was accompanied by Secretary to Governor Ankur Garg visited the main prayer hall, hostels and school buildings. A colourful cultural programme was presented on the occasion by the students. The boys’ and girls’ bands of the school played some mesmerizing tunes, while school NCC troop accorded a smart turn up.

Interacting with the members of school management board and gaon burahs of the villages around the school, the Governor urged upon them to ensure utmost discipline in the school and uphold the good name of the school. He also asked elder citizens to help the younger generation in channelizing the youthful energy.

The Governor also met Sub Lieutenant Rige Bagra, who has recently been commissioned as Executive Officer in Indian Navy.  The  former Chief of Indian Army presented a ‘Team Arunachal’ label pin and souvenir pen to him and wished him success in his career.

Swami Vashishtha-nanda, Secretary, Ramakrishna Mission School, Aalo apprised the Governor on the details of the school and newly inaugurated buildings. He informed that as on the day, there are  2259 students in the school of which  767 are girls. There are 261 boys as boarders.

TAWANG, Dec 12: BARTALAP  was organized by the Military Station Tawang at Diamond Park, opposite Tawang War Memorial. The 190 Brigade, popularly known as the Korea Brigade, presented various initiatives taken up by the Army to motivate the local students to excel through vocational courses like hospitality, tourism, nursing, distant education etc. The Military Station also expressed their keenness in inducting local officers in the Territorial Army and steps taken in the direction.  

An overview of humanitarian services provided to the children of Manjushri Vidyapeeth Orphanage, monasteries and nunneries, medical camps in the villages and agro practices through green house culture was also brought up by the army.  Station Commander Brig. Sudhakerji in his speech, urged the local youths to come forward in availing the opportunities offered by the Army.  

Minister RWD & Tourism Pema Khandu alongwith the Station Commander Brig. Sudharkerji and abbot of Tawang Monastery Guru Tulku presented gifts to school children, GBs, monks and nuns and yak herders on behalf of the Army.

Speaking on the occasion, Pema extended his heart felt gratitude to the Army for the noble gesture toward the civil populace of the district.

“Civil-army relation in Tawang is an example to be followed everywhere in the country” said Pema in acknowledging the goodwill prevailing in the district. “Recruitment of 32 local boys in the Army in the recently held army recruitment rally at Tawang is a record in itself and this will go a long way in motivating the local youths to be the sentinels of our great motherland,” said Pema while thanking all ranks of the Brigade for their co-operation.

Ensuring full support to the Army from the civil administration, Pema appealed to the Military Station Tawang to adopt a more liberalized approach towards land acquisition and committed for a dedicated officer from the district administration solely to deal with the matter. He also advocated for more relaxation to tourists and improvement of road condition. He thanked all the ranks of the Army for braving the extreme weather conditions in a difficult terrain, far away from their homes in the line of their duty to secure the nation.

Later in the day, the minister inaugurated the National Integration Centre of the SSB at Tawang. He congratulated the Commandant and all ranks of the 38th Bn SSB for bagging the Best Administrative Battalion Award of the organization and Indian Police Medal award by an officer of the battalion.

 

Sale of bamboo, tender cane shoots banned in Miao

MIAO, Dec 12:  The first ever coordination meeting of all departments under Miao sub-division has unanimously decided to ban sale of bamboo shoots and tender cane in the weekly markets of Miao sub-division.

The basic aim of the meeting was to explore ways to overcome all odds inflicting upon Namdapha National Park such as illegal hunting and fishing; poaching; destruction of forest and immediate problems faced by employees working under Namdapha Project Tiger, Miao.

Attending the meeting, ADC Tayom Mara asked forest department to initiate strict action against any individual or group found guilty of fishing, hunting, poaching and deforestation while assuring follow-up action from the administration.  He expressed the urgent need to ban sale of bamboo and tender cane shoots in the weekly bazaars of Miao sub-division to save bamboo and cane from extinction.

Protection of Namdapha is not only the duty of the forest authority but every like-minded citizen has obligation towards it, the ADC said while calling for a united effort.

Field Director-cum-CF S.J Jongsam re-iterated the presence of Tigers in Namdapha Tiger Reserve but called upon every section of society to participate in the process of preserving the gifted national asset. While spelling out the woes of Namdapha, Jongsam informed that the project presently has only 27 frontline staff to protect the 1985 Sqkm reserve forming an unhealthy ratio of 1 forest guard per 74 Sqkm against national norm of 1 per 20 sqkm.

He also expressed dissatisfaction at the inadequate release of funds that comes from Government of India under Centrally Sponsored Scheme. The slow disbursal makes practically difficult to keep employees get going, Jongsam complained.

He was critical over issue of cane permit by DFO, Jairampur that led to extraction of cane by contractors in the jurisdiction of the reserve. On intercepting the illegality, Namdapha Strike Force under the command of Kamrap Kanglong swung into action and detained poachers last month and seized all equipments used by them.

However, they were released safely with dignity. Kamrap Kanglong admitted of not getting the requisite support from the administration, police and public whenever anyone is arrested on charges of perpetrating illegal activities in the reserve.

In the past, the Forest Guards, Strike Forces of Namdapha had to undergo hardship of varied magnitudes while dealing with criminals. Brushing aside all speculations about the insincerity of Strike Forces while rendering their duties, Kanglong stated they are doing everything within the parameter of their reach to ensure that the world acclaimed Namdapha Tiger Reserve is free from all evils.

OC Miao Police Station R. Rawat said the basic ingredient needed for the safety and prosperity of Namdapha Tiger Reserve was augmentation of the existing infrastructure. He assured fullest cooperation while dealing with criminals related to the reserve in accordance with the gravity of the cases.

The local leaders present were unanimous on the question of total protection of Namdapha and its inhabitants.

While assuring public support, the leaders urged Namdapha authority and administration to be hard-hitting on the issue.

The meeting after a threadbare discussion resolved that Namdapha office would create awareness by exploring various methods to instill sense of respect and love for animals, plants and would conduct regular patrolling in vulnerable points to check flow of fishes and animal fleshes to Miao township.

The administration will serve notice banning sale of bamboo and tender cane shoots in markets under Miao Sub-Division with immediate effect.

The coordination meeting further urged the state government to consider the grievances experienced by employees of NTR and ensure timely release of funds.

The FD assured that his office will try its level best to protect the sanctity, geography and dignity of the country’s 15th Tiger Reserve at all costs.

AAPSU extends help to Daporijo fire victims

ITANAGAR, Dec 12: The representatives of All Arunachal Pradesh Students’ Union (AAPSU) today visited Airport colony, Daporijo where a fire incident had claimed one life and burnt down 50 houses.

The AAPSU team was accompanied by All Tagin Students Union and All Upper Subansiri District Students Union.

The AAPSU team distributed essential items to the fire victims. The victims told the visiting team that fire brigade could not reach in actual site due to lack of colony road. Later the AAPSU team called on Upper Subansiri deputy commissioner in his office. When they raised the issue of lack of colony road, DC assured that he will look into the matter and promised to work towards solving this problem at the earliest.

 

Fraudsters on the prowl

ITANAGAR, Dec 12: In recent past numerous cases of cheating have emerged in Arunachal. Many citizens have been cheated off their hard earned money by fraudster with promise of better return for the investment made by them. The cases of cheating have been reported from every part of the state.

In fact a source with capital police told us that almost every month they get complain of cheating. The modus operandi used by the conmen is quite simple. In the first step, they give advertisement in various local dailies about business opportunities to lure their prey. Once the local Arunachalee citizen starts contacting the person after reading advertisement, they begin their ploy.

While informing this journalist, a citizen from Daporijo who recently lost huge amount of money in one such cheating incident urged Arunachalee citizens to be aware of such fraudsters.

“I read in one local daily about requirement of land for setting up mobile tower by a private company. I called up in the contact number given in the advertisement and got in touch with a person who claimed to be representatives of that particular mobile service provider company. “Initially he asked me to deposit rupees four thousand five hundred as registration fee. I was bit surprised as to why I have to pay him if he needed my land. But somehow he convinced me. A week later I got a letter informing that they have selected my land to set up mobile tower”, he shared.

Few days afterward, he got a call from same person asking him to deposit rupees twenty five thousand for insurance coverage of the mobile tower. Like this, he was made to pay all together rupees seventy thousands for various purposes.

 Finally he received a cheque of rupees eight lacs fifty thousand as advance payment for leasing his land to set up mobile tower.

“After receiving cheque I went to bank to withdraw money. But the cheque bounced and later bank officials told me that it is fake cheque. I sensed that something was wrong and tried to contact the person with whom I was dealing all these days. But his number was switch off and then I realized that I have been fooled of my hard earned money,” informed the Daporijo citizen. He has since then lodged an FIR with Itanagar police station and he also contacted the local representative of the mobile service provider. But his all efforts went in vain and most probably he will never get back his money.

While this journalist drew the attention of the Vigilance Officer of Aircel mobile service about such cheating cases, he strictly warned people to be aware of such cheaters.

“We have got lot of complains from Arunachalee citizen about such cases. We keep on intimating our higher ups about it. We also want to appeal local citizens to at least once inquire with us before going for business with unknown people from outside. We being local representative can guide them if it concerns our company,” said the vigilance officer of Aircel.

 This is just one case which is being highlighted and like this there might be many more cases of cheating. The Arunachalee should be careful while dealing with unknown people for business opportunities.

 

Govt should also be accountable for safety in private hospitals

Tragedy in the AMRI hospital of Kolkata would compel every patient and his or her relatives to think twice before getting admitted in a hospital. The growing confidence and dependence on the private hospitals in India have been affected to a great extent. How much more money the Indians need to spend from own pockets for their treatment, and now the cost of hospital security may become an additional burden?

India’s military expenditure is told to be number ten in world, whereas our human development index rank is134 as per the latest UN report. USA’s military expenditure is highest in world; however, its rank in latest human development index is just four. So, it appears that in India security matters a lot than food, shelter, education and health. Of course, the geopolitical situation can be made responsible for such paradox.

In the year ended 2004-05 out of the total health expenditures Government spent 19.67% and external-aid contributed 2.28%, so, the private expenses should be 78.05%. Among the private expenses 71.13% appears to be Out-of-Pocket (OoP) expenses whose burden is shouldered by the households. India’s public or government expenditures on health become 1.10% of the GDP in the year 2008-09 that was 0.84% in 2004-05, 0.96% in 2005-06, 0.98% in 2006-07 and 1.03% in the year ended 2007-08. It’s good to know that the government expenses on health would increase significantly, which is expected to be 2.5% of the GDP during the 12th five-year plan period. The challenge is how the government’s proposed increase in health-budget could bring down the OoP expenses and reduced the burden on common households. Government’s expenses can be increased by different ways including enhancing staff salaries; but it would not bring down the OoP in real term expect minor changes in statistics.  

Government may try to wash its hands by enhancing health insurance coverage; however, what the insurance can do unless the health sector functions? Thus, in this situation, the insurance money could be literally swallowed by the profit-making agencies including the urban hospitals. Hospitals are growing like the roadside Dhabas, motels, to absorb the health insurance funds and the middle-class maybe getting the benefits to some extent whereas majority of the poor Indians miss the health-insurance-bus in true sense. It’s noteworthy that most of the health insurance funds are generated through the taxpayers’ money and even the poorest of the poor pays tax although it’s not in the form of income tax.

The so called slogan of health tourism is useful to get different exemptions from the government, however, India is far behind than Malaysia, Thailand and Singapore. So, why the poor would suffer because you need to give discounts for health tourism and further commercialise the healthcare? Common people are literally forced   by the Government to utilise the unsafe health facilities in many profit-making hospitals. In fact, 28.8% of the hospital beds in India were with the private sector during the year 1973 which increased to 78.3% in 2009.

So, when common people have less choice and the market-driven health insurance is adding fuel to the fire can’t the government handle the security of patients in hospitals to avoid another AMRI? Government can even establish fire stations, may be in PPP mode, inside all the major hospitals. The strengths of the fire stations and other security majors may vary as per the size and bed-strength of the hospitals. Government can easily do it, as it need not require any clinical expertise. There is no point in asking the private hospitals to shoulder the burden of enhanced security, as it would be indirectly charged to the patients’ bills. Choose and take up sports as career: MLA

Seppa, Dec, 12: MLA Tapuk Taku exhorted the youths of East Kameng to avail the opportunities provided to them by the State as well as Central Governments under Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA).

Attending the inaugural function of the annual sports camp 2010-11 organized by the department of sports and youth affairs in collaboration Sports Authority of India at Seppa yesterday, Tapuk suggested those players who are good in sports to take up it as career.

“If pursued seriously, you can earn livelihood as well as personal glory through sports,” he opined.

Talking about Bana Bridge, he informed that the elected legislators along with East Kameng Students Union and ANSU have already placed the proposals which is under due consideration of the State Government. He appealed to the people to bear with the problems till alternative arrangement is made and co-operate with the Chowkider and Police personnel who are manning the bridge for safety of men and materials.  He said that police alone can’t maintain law and order and it is everyone’s responsibility to maintain peace in a civilized society. He urged all sector chairmen and secretaries to help law enforcing authority control law and order problems.

All Arunachal Pradesh Building and Other Construction Welfare Association chairman Jalley Sonam advised the participants to concentrate and keep practising throughout the year in a professional manner and make it as means of earning livelihood instead of trying and abandoning it in the mid-way of the career.

Director, Sports & Youth Affairs  DK Dinglaw highlighted the aims and objective of Centre’s ambitious programme PYKKA which aims at producing players from the grassroots level with the provisions of ground maintenance, equipments etc. Informing that Arunachal stands “second” in the North-East in terms of performance in sports, Dinglaw stressed on proper grooming of the talents. Mushroom productions by SHGs get whopping response

ITANAGAR, Dec 12: Under the initiative of NABARD regional office, Itanagar, AMYAA has been promoting mushroom cultivation through Self Help Groups (SHGs) under Khagam CD Block, Miao through a Ripple Effect Concept method in the target villages with SHGs taking the lead role, stated its secretary R.K Paul Chawang.

SANYA SHG of Khasan Jugli village in Kharsang circle was the first SHG to take up mushroom production venture that influenced and brought a ripple effect on Susana SHG of New Khamlang Village, Blessing and Sarah SHGs of Songking village and Aphaung SHG of Old Plone, who have already gone for the first harvest of the Mushroom products,/ Oyster Mushroom Products.

The SHGs have started selling their mushroom produces in Miao and Kharsang Bazaar @ Rs. 100 per kg and they are highly impressed with the outcome, Chawang said. The climatic behavior of Miao is best suited for mushroom cultivation. The economy of time, less labour, use of easily available waste straw as raw material and the conducive climatic condition for mushrooming provides greater possibility of encouraging the SHGs, farmers and unemployed youths to focus on exploring alternative sources of income besides their traditional/conventional occupations.

The cultivation of Mushroom can be thought of at a larger scale in the form of cluster comprising of a village and cluster of villagers where SHGs, farmers and unemployed youth will be the beneficiaries. The larger products of Mushroom can be led to further processing for outside market with value tag prices, he said.

This can bring about a new growth of local economy primarily with much significance to the poor in the remote villages. In order to make mushroom cultivation business more commercial and competitive, AMYAA has called for genuine support and grant of funds from Agriculture and Horticulture Departments.

Like the mushroom cultivation other food processing ventures in agri-hort products can also create similar stories of success provided the poor are facilitated with credit and grant facilities along with specific training packages, Chawang stated while informing that AMYAA has initiated the livelihood development process by instilling in the minds of the grassroots community members the possibilities of going for alternatives sources of income based on the available local resources.  

“We look forward to collaboration and co-operation of Government department and banks in this process of capacitating the poor to be self-employed and self-sustained, Chawang added.

NEET or AR-JEE

Dear Editor,

I would like to draw the attention to the Education Department, Govt of Arunachal Pradesh relating to National Eligibility-cum-Entrance Test (NEET). The Medical council of India (MCI) and Health Ministry has finally reached a consensus to hold All India Common Entrance Test Known as NEET for MBBS course, in all government Medical colleges, Private Medical Colleges and Deemed Universities from 2012-2013 academic session.  Besides MCI on 4th November, 2011 finalised a common core syllabus for NEET for MBBS course after reviewing various States Syllabi as well as those prepared by CBSE, NCERT. On November 18, 2011, it is announced that CBSE will be conducting NEET on May 13, 2012. We all know that, it is crucial time for 12th Science Students as well as last year passed out students, who are preparing for MBBS Entrance Exam, to set their desire goal. Not only the students, the parents and guardians are busy for filling up various MBBS Entrance Exam forms, expecting a bright future for their wards. The said notification create confusion in minds of aspiring students as well as sincere guardians. Aspirants for MBBS will face some problems with new syllabus. The students have to change their mindset and have to prepare themselves for that level. 5 states, Tamil Nadu, Andhra Pradesh, Gujarat, West Bengal, Maharashtra are not ready to participate in NEET, 2012. Chief Ministers of some other states have also requested the Union Health Minister for exemption from NEET, 2012 on the ground that students should require some time to switch over to new system & get fully acquainted with the changed syllabus, prescribed by MCI. In this context, we want affirmation from the concerned authorities of the Govt whether Arunachal Pradesh will participate in NEET, 2012 or going to hold AR – JEE, 2012 for the betterment of the student’s community.

When one fails to engage in a debate with logic and facts, they call names

Dear Editor,

Kudos to Pawan Rai for his "brilliant" letter "Hindi is a binding force"( 2 December) where he dubs them "lunatics" who dare to oppose the barbaric Hindi imperialism that is being unleashed upon the non-Hindi speakers! Actually when an individual fails to engage in a debate with logic and facts, he is left with no other option but to call his "adversaries" names! Thanks a lot Rai, your violent attack directed towards us prove that we are in the right path! By what temerity did he declare that development in North-East has taken place because people from "developed" zones like Rai's cowbelt has landed up in the "dark" zone so as to "enlighten" the North-Easterners? As far as modern education and its good effects are concerned, the missionaries form the main contributors in the North-East, not the Bihar-UP brigade. Also not to forget the great cultural legacy of the indigenous tribes which date much before the entry of missionaries. And Rai calls his land of origin as "developed"! When the cowbelt is notorious for honour killings, female foeticide and innumerable saga of torture and injustice towards the womenfolk; the North-East remains a bright exception in this regard. Instead of trying to Hindi-ise the North-East so as to "enlighten" the "dark" minds of its residents, the tribes of Rai  should learn from North-East what civility and respect towards woman are all about!

And there lies one Ananth Kumar who is also of the opinion that Arunachal Pradesh would have still lagged behind in every sphere had the "mainlanders" not settled in the North-Eastern state( "Arunachalees and their double standard", 5 December)! People who have entered Arunachal Pradesh in droves to fill up their starved stomachs, exploit the land or to play a major role in the Central project of Hindi-imposition are acting as if they have rendered a great mercy to the indigenous tribes by gracing Arunachal Pradesh! No shame is enough for these Ananth Kumars who; instead of remaining indebted to the soil which provide them shelter, bread and butter; try their utmost to belittle it!

And if "inspired" by Nebam Serbang's letter "Language is for communication"( 5 Decmber); we, the opposers of Hindi-imperialism, try to eradicate English from the country, then we would immediately recede to the Stone Age when all communications had to be conducted through gestures only! People from all over India can read Arunachal Times only because it is published in English. The letter-writers, affiliated to various linguistic gruoups, can debate over Hindi in Arunachal Times just because there is existence of a language named English. Had they written their pieces in Hindi, Punjabi, Bengali, Khasia or Gujarati only; they would have got confined within their respective linguistic groups only. Thus  pan-Indianism of English is very much a fact which only the blind Hindi zealots can afford to ignore! Mr. Serbang is also of the view that Hindi language doesn't harm anyone or any region! Hindi is not only imposed in India, but at the expense of non-Hindi languages also.

And Syndulum advises us that all languages, culture and tradition are beautiful and so we should stop fighting over Hindi language for good( "Let's stop the fight", 2 December)! He should extend this piece of advice to the Hindi imperialists who try to brainwash the nation into believing that Hindi is not only the most beautiful language in the country, but one and only Hindi will enable all to learn the essence of India! If Hindi-imperialism remains unabated, all self-respecting non-Hindi speakers would continue their fight against Hindi imposition.

The young generation is watching you

Dear Editor,

So often many people laments upon inconsequential bandh calls but it seems those words never reaches the bandh caller's. But effort should not be dotted here because we can’t see things to go on this way! In aid to this, just like to ask all the bandh callers to retrospect. Have we made it large? I do recognize and admire their indomitable spirit to hold such courageous way of protest; but I rather, would like to advice them better they use this energy for other developmental work.

We have heaps of noble things to do in earth, then why this bandh calls? Why deprive ourselves of all the good things in the menu? Why waste our energy in such nuisance? Why waste our valuable time? With this cheap bandh calls you are not only limiting your credibility but also hampering others work. These are all political intrigue which has blinded you, me and all of us to the needs of the state. Our beloved state is already lagging behind in almost all sectors then why don't we put efforts to make it a better place to live in?

We are not against bandh calls but against the frequent bandh calls of some mild issues.

You may personally be contented and may gained something in other way, but Just for once think unselfishly and make a retrospect what really you have achieved regardless of those materialist fulfillment.

Here’s a request from a younger brother, a friend and a fellow citizen, please before conceiving those ideas don’t think twice but think thousand times. The young generation is watching you!

There is a Narayan Murthy, Ambani among us

Dear Editor,

The state’s literacy growth has doubled over the years. It is really an appreciable fact that the people have recognized the value of education and its importance. The awareness about the education and its importance has compelled the youngsters to not only avail the best education in the state, but migrate to other best institutions in the country. The state can now boast of IITians, Doctors, PhD and MBA students. It is actually a proud thing for every Arunachali.

But, Arunachal is facing the second stage of problems with increased educated youngsters. I come across lot of people who are highly educated, they would have had the opportunity in one of the best educational institution, but they are so “be rozgar” that they find a clerical job as alluring. I apologize that words might sound rude, but this is truth. The only economical support in Arunachal is either agriculture or the govt job. Though in the last few years there has been entry of the some private banks and other jobs that people had some option.

The point that I would like to make is that due to gap between education and employment, it could really give rise to serious problem. Because of unemployment- terrorism, criminal activities and other things could be on rise. The other option is that people getting out of the state, but the state requires the educated people.

The question that rises on my mind is when we do not have lack of intelligent people in our state, why can’t all this strong and intelligent minds come together and create jobs. Why are there no entrepreneurs in Arunachal? Why are there no big dreams out there which are bigger than just making  your home? There is a serious need of people who can create jobs and I am sure it can be done. Arunachalis are one of the most hardworking people.

I know there are lot of hurdles, troubles and issues, but I guess it’s not impossible; I just have a request for all the youngsters let’s stop complaining about the government. We are the government and we  are responsible for what our life is , we can definitely bring out the solution. I sit far here from Arunachal but I certainly would want to see a revolution in Arunachal. I am sure there is a Narayan Murthy, Ambani among us. If there is someone out there, please do not stop yourself , go out and be the change.

Arunachal needs someone like you, we would support you.

That’s Hooliganism

Dear Editor,

Either way we the commoners are the foremost scapegoats. It’s been more than once that I have encountered such upshot. I run a lowly shop at Itanagar. When I came to my shop today by 10 am I found my locks broken and the shutters wide open. Later I learned that it was against some certain bandh callers by the IMWA active volunteers. So is that the way to do it? That’s uncultured rowdy vandalism. Who would have taken the responsibility if something like the case of B B Plaza would have occurred on us? Though it was reported in the daily locals about the bandh and governments view on them atleast we could have been served notice about the “shutter-breaking-mania” by those IMWA active Volunteers a day ahead or so, when they can go around each & every shop in and around Itanagar for their monthly collection. I don’t feel secure under such association who holds no respect for fellow members/people. Break open up someone’s door! What this is? That’s Hooliganism.

The Outcome

 

194 nations have agreed to start negotiations on a new accord binding on all countries to control greenhouse gases which would come into force by 2020. Delegates agreed to start work next year on a new legally binding treaty to cut greenhouse gases to be decided by 2015 and to come into force by 2020.

Climate negotiators agreed a pact on Sunday that would for the first time force all the biggest polluters to take action on greenhouse gas emissions, but critics said the action plan was not aggressive enough to slow the pace of global warming.

The package of accords extended the Kyoto Protocol, the only global pact that enforces carbon cuts, agreed the format of a fund to help poor countries tackle climate change and mapped out a path to a legally binding agreement on emissions reductions.

But many small island states and developing nations at risk of being swamped by rising sea levels and extreme weather said the deal marked the lowest common denominator possible and lacked the ambition needed to ensure their survival.

Environmentalists said governments’ wasted valuable time by focusing on a handful of specific words in the negotiating text, and failed to raise emissions cuts to a level high enough to reduce global warming.

Sunday's deal follows years of failed attempts to impose legally-binding, international cuts on emerging giants, such as China and India, as well as rich nations like the United States.

UN reports released in the last month warned delays on a global agreement to cut greenhouse gas emissions will make it harder to keep the average rise to within 2 degrees Celsius over the next century.

But lot of social movements and civil society have slammed the outcome of the  climate summit as they feel that there would be delay in action until 2020 and an increase in global temperatures of 4 degrees Celsius, permitted under this plan, is a death sentence for Africa, Small Island States, and the poor and vulnerable worldwide.
